Spay/Neuter Programs

We have two separate options for spaying and neutering owned or stray animals.

1. Friends of Animals – Spay/Neuter Certificates (for dogs & cats)

From its beginning in 1957, FOA has assumed a leadership role in advocating low-cost spaying and altering as the most effective means of preventing the births of unwanted dogs and cats, and their subsequent abandonment and suffering.  For more than five decades, they have operated the only nationwide breeding control program in the United States facilitating more than 2 million spay/neuter procedures.

Portage APL provides two ways to purchase Friends of Animals (FOA) certificates for low-cost spaying or neutering your pet:

  1. Pet owners may purchase a certificate from Friends of Animals via or, certificates may be ordered by mail.  Call 1-800-321-PETS (1-800-321-7387) and request an application.
  2. Pet owners may purchase certificates at the Portage APL Shelter during business hours.

Prices of FOA certificates purchased at Portage APL (including a $10 processing fee), are as follows:

Male Cat ($71.00)  –  Female Cat ($95.00)  – Male Dog ($84.00) – Female Dog ($120.00) 

(These prices are subject to change by the FOA Organization.)


  • The recommended age for spay/neutering is 2-6 months of age
  • FOA certificates are not valid for a cat if the cat is to be declawed
  • Please call us to find out which vet offices accept the FOA certificate.

2. MASH (Mobile Animal Sterilization Hospital) – (Cats Only)

The Mobile Animal Sterilization Hospital (MASH) is a veterinary hospital on wheels, designed to provide low-cost cat spay and neuter services for low income clients throughout the State of Ohio.  The 19 foot trailer, built by the LaBoit Corporation of Columbus, Ohio, is a fully equipped spay/neuter clinic.  The M.A.S.H. unit was purchased by Adopt-A-Pet Columbus in 1999 and is run by Dr. Laura Miller, the current owner of the unit.

Please come into the Portage APL to pay (cash, Visa, MasterCard, American Express or Money Order only) and submit paperwork ahead of time to secure your appointment.
We cannot accept walk-ins. These clinics fill up very fast.  Please call to find out availability.

CATS AGED 6+ YEARS are considered to be SENIOR animals and need a complete blood work done at their vet before NOMAD will spay or neuter them.  This is to assure the doctor that the animal’s kidney and liver functions are normal. Portage APL and NOMAD do not offer this service.


Each cat is put under gas anesthesia for the procedure.  All surgery takes place in the Mobile Unit and is done by the MASH veterinarian.  All procedures are done using sterile equipment.  A female surgery (similar to a hysterectomy in a person) involves removal of ovaries and uterus and takes about one-half hour to complete.  Neutering a male cat involves removing the testicles and takes about 15 minutes to complete.  Females may be spayed if they are in heat, and can be spayed while pregnant.  Pediatric spaying and neutering is performed on kittens, but they must be 10-12 weeks of age or 3 pounds and healthy to have the procedures performed.


Nursing cats cannot be spayed until they have been separated from their kittens for at least two weeks and have no milk in their mammary glands.

Male cats which have neither or only one testicle descended are not done at the MASH clinic and should be referred to their local veterinarian.

Any cat known to be positive for Feline Leukemia, Feline Infectious Viremia, Feline Infectious Peritonitis, or any other serious illness will not be done by the MASH veterinarian and should be referred to their local vet.

Cats cannot be on antibiotic treatment at time of surgery.

Cats which have had anything to eat after midnight the night before will be refused surgery.

Cats showing symptoms of current illness (nasal or eye discharge, emaciation, etc.) will be refused surgery and referred to their local vet.

Cats having any serious heart or lung problems on auscultation (vet listening to organ functions) will be refused surgery and referred.

Cats having any recent major surgery will be refused surgery and referred.

Extremely obese female cats will be refused surgery and referred.

Extremely short nosed or Persian cats will be refused surgery and referred.

The MASH veterinarian retains the right to refuse services to any animal perceived as unfit.

  • There is a $10.00 pregnancy charge

(May need to repeat in 3-4 weeks at local vet)


  1. Bring your cat(s) to Portage APL in some sort of secure carrier, preferably with each cat in a separate carrier (no cloth carriers, boxes or duffle bags).  Failure to do so will result in being turned away with no refund.
  2. Remove all materials from the carrier (litter boxes, straw, towels, etc.) and make sure your cat is NOT WEARING A COLLAR.
  3. Please arrive at Portage APL between 8:00 a.m. and 8:15 a.m.  Portage APL is located at 8122 Infirmary Road (behind the dog pound and alongside the Portage County Airport.  You will be called when your cat is ready to be taken home.
  4. If you are unable to make it that day, please call us, even if you just leave a voicemail.  If you do not show or do not call, you will lose your money and will have to pay again.
